Project Development Manager (Mozambique)

With its key offices in Africa and offices in Southern Africa (Maputo), South Central Africa (Lusaka), West Africa (Accra) and East Africa (Kampala), eleQtra is a leading independent developer of infrastructure projects in the renewable energy and maritime transport sectors in Sub–Saharan Africa.

Position description

The Project Development Manager position is an exciting and key role in a fast growing, international, infrastructure development company and will be responsible for overseeing and leading development of Projects in the country.  It is a great opportunity to be one of the key players in infrastructure development in Africa today. Reporting to the Board of the Project Company, the Project Development Manager will undertake the following:

Key responsibilities 

  • Oversee and manage the development of existing projects in the country from project concept to financial close with the emphasis being on project management rather than origination.
  • negotiate bilateral agreements with in-country private or public sector counterparts to secure development rights and then take control of the project management including managing all the contract negotiation.
  • Assessing the risk-return offering of projects and obtaining all required concessions and permits.
  • Prepare budgets and obtain the internal approvals required through the project life cycle from origination to full commercial operation.
  • Keep Project key stakeholders informed and develop and build relationships with government & key regulatory officials, amongst others as necessary.
  • Ensure all projects are on track and provide leadership and guidance when necessary.

Location

  • Mozambique: The role is based in Maputo Office of eleQtra, with regular travels to Project sites, although remote work considerations will be considered.

Experience

  • Minimum of 5 years post-graduate (ie University) experience working in the fields of energy infrastructure development in the country, or engineering, with an emphasis on renewable energy (wind, solar, hydro) and off-grid (including solar home systems and mini-grids).

Qualifications

  • Be a university graduate, preferably with a degree in finance or engineering.
  • Mozambique: Fluency in English and Portuguese is a must.
  • Have a complete commercial understanding and awareness of how to develop projects on greenfield sites and be able to prioritise on projects to develop.

Personal qualities

  • Self-motivated, with strength of character, determination and forthright attitude, with self-driven spirit to succeed.
  • Be a leader and mentor and be able to drive through ideas with the support of a team of experienced and skilled developers.
  • Ability to work within a small team in an entrepreneurial environment and making business decisions in a flat organisational structure with minimal reliance on hierarchical relations.
  • Highly developed Interpersonal skills and good team work both between individuals at the same seniority and knowledge levels as well as between individuals at different seniority and knowledge levels is essential.
  • Commitment, energy, good judgement, influencing skills, a “big picture” attitude, the ability to think laterally and the desire to be in a change environment.
  • Be a hands-on individual.
  • Ability to work in culturally different emerging markets that requires a level of sensitivity and openness to the way business is conducted.
